DEONTOLOGICAL ASPECTS IN THE IMPLEMENTATION OF P-Care AT THE FIRST LEVEL OF HEALTH FACILITIES IN YOGYAKARTA CITY

Abstract: Deontological Aspects in The Implementation of P-Care at TheFirst Level Health Facilities Yogyakarta City. 2015 SustainableDevelopment Goals (SDGs) opened a new focus on Universal Coverage (UHC).In Indonesia, the UHC concept has been proclaimed since 2000 which is thenorganized by Badan Penyelenggara Jaminan Sosial (BPJS) following Law theRepublic Indonesia number 24 2011 Article 9 concerning National SecurityAdministering Body. In implementing Indonesia’s national health insurance (JKN),BPJS kesehatan uses cloud-based information system for Fasilitas KesehatanTingkat Pertama (FKTP) / first level facility, namely Primary Care (P-Care)which contains medical more than 222 million people. According tothe Insurance Portability and Accountability (HIPAA), data includesProtected Information (PHI) can lead to potential ethical violations. Thisstudy aims determine issues from Deontology aspect related theapplication FKTPs Method research thesequential exploratory mix method. deontology point view was chosen becausethe principle Deontology, personal intrinsic value cannot be separated fromethical issues. results showed that there are application ofP-Care City, privacy confidentiality, security, andinformed consent with important issue being involvement third parties inP-Care input, accessed anywhere, lack personalvalidation, as well printed diagnosis anyone read. most powerfulinfluencing factor each agent understanding these ethicalissues.
